Obama girls rock out with military kids at concert

WASHINGTON (AP) ? Usher sang "Yeah!" Katy Perry donned star and stripes for "Firework." And a ballroom full of lucky kids got to rock out with Sasha and Malia Obama at Saturday's Kids' Inaugural Concert, a star-studded event that honors America's military families.

"Now, inauguration is a pretty big deal," first lady Michelle Obama, who hosted the event along with Jill Biden, told the assembled families at the Washington Convention Center. "But I have to tell you that my very favorite part of this entire weekend is being right here with all of you." She paid tribute to the sacrifices that military families make, including their kids.

Pointing out that such kids often attend six to nine schools by the end of high school, always having to be "the new kid," she said being a military kid meant "growing up just a little faster, and working just a little harder than other kids." The concert was streamed live to several military bases around the country.

This was the second such concert for the Obama girls, and the choice of talent seemed to reflect the fact that they are four years older. While in 2009 they were entertained by Miley Cyrus and the Jonas Brothers, this time it was Usher and Perry, along with the groups Mindless Behavior and Far East Movement. Also performing were cast members from the Fox TV hit "Glee."

Usher, in black leather, kicked off the proceedings with his hit "Yeah!," followed by "Without You" and "OMG," earning a huge cheer from the crowd. In between acts, there were kid-friendly diversions like a dance-off, or a race among mascots of the Washington Nationals: oversized versions of presidents like George Washington, Abraham Lincoln and Teddy Roosevelt.

Three members of the "Glee" cast were greeted warmly by the crowd: Naya Rivera, who plays Santana; Darren Criss, who plays Blaine; and Amber Riley, who plays Mercedes.

Nick Cannon emceed the evening, but it was Mrs. Obama, sporting her new bangs and wearing a white peplum shirt over black pants, who got to introduce the top attraction.

"It is now my pleasure to introduce the fabulous Katy Perry!" she said, and the singer emerged in what looked like a vintage swimsuit, covered patriotically with stars and stripes. She sang her hits "Teenage Dream," ''Part of Me," ''Wide Awake" and then "Firework," which was accompanied by a slide show of President Barack Obama: Obama in the Oval Office, Obama exiting Air Force One, Obama greeting LeBron James.

"I'm very proud to be here ... and to see the Obamas and the Bidens here for four more years," she said.

Perry was the favorite of concertgoer Dylan Garvin, 12, who came from Wilmington, Del. "I thought it was incredible," Dylan said of the concert. "It's a great way to celebrate."

In this Jan. 3, 2013, file photo, an unsafe for human occupancy sticker is attached to a home that was severely damaged two months ago by Superstorm Sandy in Bay Head, N.J. New Jersey Gov. Chris Christie, blasted his party's "toxic internal politics" after House Republicans initially declined to approve disaster relief for victims of Superstorm Sandy. He said it was "disgusting to watch" their actions and he faulted the GOP's most powerful elected official, House Speaker John Boehner, R-Ohio. The Republican Party seems as divided and angry as ever. Infighting has penetrated the highest levels of the House GOP leadership. Long-standing geographic tensions have increased, pitting endangered Northeastern Republicans against their colleagues from other parts of the country. Conservatives and watchdog groups are mounting a "not-so-fast" campaign against a $50.7 billion Superstorm Sandy aid package that Northeastern governors and lawmakers hope to push through the House the week of Jan. 14, 2013. Their complaint is that lots of that money actually will go toward recovery efforts for past disasters and other projects unrelated to the late-October storm. The measure bill includes $150 million for what the Commerce Department described as fisheries disasters in Alaska, Mississippi and the Northeast, and $50 million in subsidies for replanting trees on private land damaged by wildfires. (AP) ? The House moved toward action Tuesday on a $50.7 billion Superstorm Sandy aid package that Northeast lawmakers hoped could be approved despite attempts by fiscal conservatives to eliminate unrelated projects and to gain offsetting spending cuts to cover the costs of the bill. Amendments offered by opponents of full funding set up a faceoff on the emergency spending package, with Northeast lawmakers in both parties eager to provide recovery aid for one of the worst storms ever to strike the region.

"I urge my colleagues to show fundamental humanity and pass the bill today," said Rep. Louise Slaughter, D-N.Y., noting it has been more than seven weeks since the storm struck.

Rep. Tom McClintock, R-Calif., complained that billions of dollars would go for projects that are not urgently needed.

"It's supposed to be for emergency repairs," said McClintock.

The base $17 billion bill by the House Appropriations Committee is aimed at immediate Sandy recovery needs, including $5.4 billion for New York and New Jersey transit systems and $5.4 billion for the Federal Emergency Management Agency's disaster relief aid fund.

Northeast lawmakers will have a chance to add to that bill with an amendment by Rep. Rodney Frelinghuysen, R-N.J., for an additional $33.7 billion, including $10.9 billion for public transportation projects.

The Club for Growth, a conservative group, is urging lawmakers to oppose both Sandy aid measures. Sandy aid supporters, nonetheless, voiced confidence Monday they would prevail. The Senate passed a $60.4 billion Sandy aid package in December with bipartisan support.

Lawmakers emerging from a private meeting of House Democrats Tuesday morning said they were urged to support the bill despite imperfections.

House Democratic Whip Steny Hoyer, D-Md., said after the meeting that he believed the full Sandy measure would pass. He said he was expecting about 50 Republican votes for the $33 billion portion of the measure, and he said he believed the votes would be there for the $17 billion portion and to defeat a GOP across-the-board spending cut amendment as well.

"I think we'll be all right," he said.

Rep. Nita Lowey, D-N.Y., said Congress had waited far too long to act, 79 days after the storm struck.

"It is imperative that we pass this package today," said Lowey.

The House is considering 13 amendments, including one requiring spending offsets and four seeking to strike money for some projects either not directly related to Sandy or not seen as emergency spending.

As with past natural disasters, the $50.7 billion Sandy aid package does not provide for offsetting spending cuts, meaning the aid comes at the cost of higher deficits. The lone exception is an offset provision in the Frelinghuysen amendment requiring that the $3.4 billion for Army Corps of Engineers projects to protect against future storms be paid for by spending cuts elsewhere in the 2013 budget.

Sandy aid supporters are most concerned about the amendment by conservative Reps. Mick Mulvaney, R-S.C., Tom McClintock, R-Calif., Jeff Duncan, R-S.C., and Cynthia Lummis, R-Wyo., to offset the $17 billion base bill with spending cuts of 1.6 percent for all discretionary appropriations for 2013.

Northeast lawmakers said passage of the Mulvaney amendment could complicate prospects for quick action on the broader Sandy aid package in the Senate, which passed a $60.4 billion aid package with bipartisan support that does not have offsetting spending cuts.

Other amendments set for floor debate would cut $150 million for Regional Ocean Partnership Grants, $13 million for the National Weather Service ground readiness project, $1 million for the Legal Services Corporation and $9.8 million for rebuilding seawalls and buildings on uninhabited islands in the Steward McKinney National Wildlife Refuge in Connecticut.

House Speaker John Boehner, R-Ohio, planned votes on both the $17 billion base bill and the Frelinghuysen proposal for $33.7 billion more. He's responding both to conservatives who are opposed to more deficit spending, and to pointed criticism from Govs. Andrew Cuomo, D-N.Y., and Chris Christie, R-N.J., who are fuming because the House hasn't acted sooner.

Boehner decided on New Year's Day to delay a scheduled vote after House Republicans rebelled over a bill allowing taxes to rise on families making more than $450,000 a year because it included only meager spending cuts. Christie called the speaker's action "disgusting."

The Senate's $60.4 billion bill on Sandy relief expired with the previous Congress on Jan. 3. But about $9.7 billion was money for replenishing the government's flood insurance fund to help pay Sandy victims, and Congress approved that separately earlier this month. Whatever emerges from the House this week is scheduled for debate in the Senate next week after President Barack Obama's second inauguration.

The Federal Emergency Management Agency has spent about $3.1 billion in disaster relief money for shelters, restoring power and other immediate needs after the Oct. 29 storm pounded the Atlantic Coast with hurricane-force winds and coastal flooding. New York, New Jersey and Connecticut were the hardest hit.

Sandy is the most costly natural disaster since Hurricane Katrina in 2005 and was blamed for 140 deaths. The storm damaged or destroyed 305,000 housing units in New York and more than 265,000 businesses were disrupted there, officials have said. In New Jersey, more than 346,000 households were destroyed or damaged and more than 40,000 families remain living out of their homes, according to officials.

India PM warns Pakistan over Kashmir violence

India's relations with archrival Pakistan "cannot be business as usual" in the wake of a spate of attacks in Kashmir, Prime Minister Manmohan Singh said Tuesday in a statement that threatens to ratchet up tensions in the wake of the Himalayan violence.

A series of tit-for-tat attacks - including the beheading of an Indian soldier - across the so-called Line of Control that divides the Himalayan region has killed two Pakistani and two Indian soldiers over the past 10 days.

"What has happened is unacceptable," Prime Minister Manmohan Singh said of the killing of the two Indians, according to Indian media reports. He made the brief comments to reporters at a New Delhi gathering for India's annual day honoring the military.

The comments come amid increasing political turmoil in Islamabad, with Pakistan's top court ordering the arrest of the country's prime minister in a corruption case, officials said, and a firebrand cleric rallying thousands of people in the capital against the government.

On Monday, Indian army chief Gen. Bikram Singh accused Pakistan of planning the attacks that left the two Indian soldiers dead - making clear he felt it was not an unintentional skirmish - and warned of possible retaliation.

"The attack on Jan. 8 was premeditated, a pre-planned activity. Such an operation requires planning, detailed reconnaissance," Singh told reporters. He said India reserved the right to retaliate at a "time and place of its choice."

Singh urged his troops to be "aggressive and offensive in the face of provocation and fire" from Pakistan. He said the alleged beheading of the Indian soldier was "unacceptable and unpardonable" and accused Pakistan of violating the "ethics of warfare."

India and Pakistan have been rivals for decades, though ties had been improving markedly in recent years. The two have fought three wars since they were carved out of British India in 1947 - two of them over Kashmir. The region is divided between the two countries, but each claims it in its entirety.

While the peace process ground to a halt after the 2008 Mumbai terror attack by Pakistani gunmen, who New Delhi has said were supported by Pakistan's powerful intelligence agency, the two countries have since then worked to mend their diplomatic ties.

The Kashmir fighting, the worst in the region in years, began Jan. 6 when Pakistan accused Indian troops of raiding an army post and killing a soldier. India denied launching the attack and said its troops had fired across the border in response to Pakistani shelling that had destroyed an Indian home.

Two days later, India said that Pakistani soldiers, taking advantage of heavy fog, crossed the de facto border and killed two Indian soldiers, beheading one. On Jan. 10, Pakistan said Indian troops had fired across the border and killed another of its soldiers. The Pakistani army said the shooting was unprovoked, while the Indian military said its troops were responding to fire from across the frontier.

Pakistan denies India's allegations and has suggested U.N. monitors in the region conduct an inquiry - a call that India rejected, saying it didn't want to internationalize the issue.

Pakistan and India struck a cease-fire agreement over Kashmir in November 2003. There have been periodic violations of the cease-fire, but the incidents during the past week have been the most serious.

In Pakistan, Tuesday's Supreme Court order was likely to inflame the already antagonistic relationship between the government and the court. The arrest order for Prime Minister Raja Pervaiz Ashraf was tied to allegations that bidding on private power stations was marred by corruption. Ashraf had previously served as minister for water and power, said court officials, speaking on condition of anonymity because they were not authorized to talk to the media.

The arrest order could also provide ammunition for Tahir-ul-Qadri, a Muslim cleric who is leading massive Islamabad protests to press for the removal of the government, which he says is made up of corrupt politicians.

Navy wants drones stashed on the seafloor

13 hrs.

The U.S. Navy wants to pack aerial drones and other intelligence-gathering technology into special containers built to withstand deep ocean pressures and distribute them around the world?s seas. The containers will rise to the surface when called into service from a remote location.

These ?upward falling payloads? are seen as readying the Navy to address conflicts in corners of the world where it is too expensive or complex to establish a forward operating area, the Defense Advanced Research Projects Agency (DARPA) explained in a call for proposals.?

The containers would be stealthily deployed well ahead of time and designed to stay put on the seafloor for years. The Pentagon said the capsules would be free of actual weapons, limiting the risk of losing any single package. Given the?vastness and depth of the ocean, they would not be retrieved once deployed.

?Depending on the specific payload, the systems would provide a range of non-lethal but useful capabilities such as situational awareness, disruption, deception, networking, rescue, or any other mission that benefits from being pre-distributed and hidden,? DARPA explained in a press release.?

One example provided is a capsule packed with an aerial drone that launches to the sea surface in the capsule and then takes off to provide situational awareness, networking or decoy functions.

To make this a reality, DARPA is reaching out to the technical research community for expertise in deep ocean engineering. Challenges include reliable remote communication with capsules on the seafloor and determining what type of sensors and tools to package.

?Almost half of the world?s oceans are more than four kilometers deep,? DARPA noted. ?This provides considerable opportunity for cheap stealth.?
