Citigroup?s private bank has appointed Yvonne Siew as head of Asia real estate, replacing Quek Kwang Meng, reports Reuters. Siew has been with Citi Private Bank since 2005 and will continue to be based in Singapore reporting to Daniel O?Donnell, global head of private equity and real estate.
Reuters ? Citigroup?s private bank on Tuesday named Yvonne Siew as head of Asia real estate, replacing Quek Kwang Meng who is leaving after more than 20 years with the U.S. lender.
Siew, who has been with Citi Private Bank since 2005, will continue to be based in Singapore and report to Daniel O?Donnell, who is global head of private equity and real estate, according to a internal note seen by Reuters.
?Kwang Meng Quek will be leaving Citi Private Bank in March to pursue real estate development opportunities in Shanghai, China,? the note added.

Exploring Homelessness: Causation and ... - The Society Pages
The issue of homelessness is a sociological inquiry that has been relatively understudied, albeit the phenomenon?s unremitting development. According to Meanwell (2012), in the United States homelessness has continued to grow since the early 1980s with a particular proliferation among vagrant women and families. In 1984, the cities of New York, Chicago, and Los Angeles had the largest number of homeless persons per population, with New York witnessing the highest rates of homeless individuals (Wolch, Dear, & Akita, 1988). ?The concept of homelessness is not an easily defined term. While the average person understands the basic concept of vagrancy, researchers in the sociological field have applied inconsistent definitions to the concept of homelessness, understandably so as the notion encompasses a dimension more exhaustive than a singular definition of ?an individual without residence.? Homelessness comprises a continuum ranging from the absence of a permanent shelter to poor living arrangements and housing conditions. According to Wolch et al. (1988), homelessness is not an abrupt experience, rather it is ?the culmination of a long process of economic hardship, isolation, and social dislocation? that has affected an individual or family ( p.443). Additionally, states of vagrancy may come in varying forms, such as street residence, temporary habitation in shelters, or assistance from service organizations, such as soup kitchens and the Salvation Army.
The experience of the destitute is understandably a harsh reality as many homeless persons have to contend with abysmal living conditions, pitiable hygiene, unsanitary food, and inadequate nutrition (Meanwell, 2012). The deprivation of basic amenities afforded to the normal population engenders grander potential for malnutrition, poor mental health and a range of other physiological and psychological illnesses. Though men on average experience chronic homelessness than any other group, recent trends in the homeless population have expanded the demographic profile of the homeless to include women, children, families, substance abusers, the unemployed, and mentally-disabled (Wolch et al.,?1988). Nonetheless, despite the recent diversity (age, race, gender, and ethnicity) in the vagrant population, homelessness largely remains a gendered experience, in the sense that, overall men are more likely to experience chronic homelessness than females and homeless women are typically single parents accompanied by children (Meanwell, 2012; Wolch, Dear, & Akita, 1988). Moreover, certain social services provided to the homeless are contingent on gendered social expectations. For example, women are more likely to have access to shelters than men as females are considered to be at a higher risk of violent victimization and sexual abuse. Additionally, women are also more likely to be involved in sex crimes as a means of survival, such as the commercial exchange of sex for food and shelter (Meanwell, 2012).
One can surmise that lack of affordable housing is a basic cause of homelessness. However, in conjunction with this source of vagrancy, other conditions in the United States have precipitated homelessness, including deindustrialization, deinstitutionalization, and welfare state reorganization. According to Wolch et al. (1988), these events played a chief role in the development of vagrancy. The authors elucidated that the economic consequences of deindustrialization impacted homelessness due to the decline in the manufacturing sectors, especially in the snowbelt cities of the North-east. The process of deindustrialization was compounded with economic recessions and fluctuations in the U.S. currency that resulted in job losses and weakening of union membership. According to the authors, ?these factors raised unemployment levels and created the highest rate of official poverty since the early 1960s. [And], by 1982, 15 percent (34.4 million) of the nation?s population was living below the poverty line? (Wolch et al., 1988, p.446).
Deinstitutionalization of the mentally-ill in the United States created the release of a large group of mentally-disabled individuals who lacked residence upon discharge from mental institutions. Being that the government?s provisions of community-based programs and community-based shelters were inadequate to meet the demand of this special population, many released persons ended up on the periphery of poverty?seeking shelters in the most deprived neighborhoods and on the streets. Additionally, the decrease in federal expenditure on welfare budgets during the 1980s, specifically under the Reagan administration, caused many persons who were previously dependent on welfare and social services to seep deeper into poverty (Wolch et al., 1988).
Interestingly, public views on homelessness tend to be benign and commiserating in nature, but ironically, some individuals who are sympathetic about the issue would not support unstinting policies or social service programs for this population. The unfavorable responses for allocation of resources towards this population may stem from the prejudicial view of these persons as lazy. Additionally, citizens may deem homeless persons culpable for their fiscal failure that led to their residence on the street. These stigmas may not be derived solely from being homeless but may be a result of a combination of other stereotypes, such as prior criminal history, drug dependence, and racial stereotypes, particularly if the homeless person is black. The homeless are aware that persons stigmatize them and in order to relinquish that identity; some persons would dissociate themselves from other homeless persons and social service agencies that would serve to help them? which marks a preservation of self-pride (Meanwell, 2012). However, this mechanism of self-salvage engenders more harm than good as alienation from social service resources only exacerbate the struggles of the street.
I have had many personal experiences with the homeless population as I reside not too far from a domicile where many homeless persons tend to stay, which is ironically in a middle class suburban residence. I have had conversations with homeless persons and most of these conversations ended in me querying their reason for becoming homeless. The responses from the majority of persons are that they have lost their job, got divorced, or have just financially encountered hard times. Despite the diverse rationale, the consensus is tied to a single economic variable, ?money?. Homeless persons are on the street because they cannot afford housing, are most times dearth of family members? monetary assistance, and are not receiving or are not eligible to receive certain government benefits. The economic burden makes it insurmountable for them to have any other avenue but to resort to tenancy on the street. To compound matters, some of these homeless persons have meager qualifications or educational attainments, making it even more challenging to obtain employment. Therefore, the streets or shelters remain their only place of refuge.
The phenomenon of homelessness is, I believe, a product of societal stratification and social inequalities. Ideologies of social stratification and its effect on poverty were originally proposed by Karl Marx (2004) who contended that the capitalist society produces two prominent classes that are in conflict with each other:? Bourgeoisie and Proletariats. The bourgeoisie are the oppressors who own the means of production and the proletariats are the oppressed workers who labor for the bourgeoisie. The author suggests that capitalism produces social inequalities, but the state never sees social imperfections as a consequence of the state, but rather as a consequence of natural law, private life, and inadequacies of the administration. The author explains that capitalism is distinguished not by privilege but instead by individuality of property ownership and that those who create the conditions of the oppressed group express this power in the form of laws that function to serve the bourgeoisie?s interests (Marx, 2004, p.129). Hence, based on the earlier writing of Marx, capitalism is responsible for the manifestation of certain social conditions that have led to homelessness. The structural stratification of society enables the development of inequality in the labor market and other areas of social life, which forces persons to be confined to certain marginal economic statuses; due to the frailty of these economic conditions poverty becomes an inevitable consequence.
The literature suggests that vagrancy is not a problem easily combated as the structural inadequacies that birth and perpetuate its development cannot be easily changed. To advocate for an entire restructuring of society may be ideologically appropriate but far-fetched from practicality. Therefore, a comprehensive understanding of homelessness is essential in order to address this phenomenon. It is clear that more generous welfare policies are needed in order to provide individuals with assistance; increased federal expenditure on housing is required along with job and skills training for individuals currently homeless. Additionally, the creation and expansion of social service agencies that offers residence to the homeless is necessary. However, it is indispensable that these agencies cater to specific categories of homeless persons (i.e. substance abusers, mentally-ill, unemployed) instead of housing multiple types of homeless individuals together as each person has special needs and requirements. It is only through more ardent liberal approaches that we will eventually work to eradicate vagrancy.

Florida Firefighters Go to Maine to Find Missing Colleague

Two Florida firefighters arrived in Maine to try to find their missing friend and colleague, Jerry Perdomo, who vanished 10 days ago after driving the 1,600 miles from Florida to visit a friend.
Jerry Perdomo, 31, husband and father of two, rented a car and made the trek from central Florida to visit a friend in Bangor, Maine. He hasn?t been seen since Feb. 16.
?We?re going to go out there and walk and pound the pavement. The fire department has offered to do anything that we need to, to make sure this a productive effort,? said Lt. Dave Williams, vice president of the Seminole County Professional Firefighters in Florida.
?He?s a family man, he always talks and brags about his family, his kids and his wife,? Williams said. ?He?s always got that glimmer in his eye when he talks about them. So for something like this where he comes up here and just not to be heard from is totally uncharacteristic of him.?
The firefighters are canvassing the woods in the area where Perdomo disappeared, looking for clues. They join Perdomo?s sister and father, who came up to Maine from New York.
?My dad cried really hard last night when it was snowing because he was just praying he was someplace warm and safe,? said Skye Ramos, Perdomo?s sister.
WESH-TV interviewed a woman who was identified as Lisa, who said she was the friend Perdomo was visiting. The woman said Perdomo stepped out the evening he disappeared to visit a friend and said he would return shortly to take her to dinner.
He never did.
The next day, the married father?s rental car was found abandoned in a Walmart parking lot with no signs of foul play.
Police tracked down and questioned Daniel Porter, 24, and Cheyanne Nowak, 23, at Porter?s mother?s house in Connecticut on Friday. The Maine couple may have had some form of contact with Perdomo prior to his disappearance, police said.
The couple had left their car, bought a used one and left Maine, leaving their families perplexed.
?I can?t find my nephew. I?m worried about him,? said Brian Porter, Daniel Porter?s uncle.
Nowak?s mother Deb Nowak defended her daughter in an interview with ABC News affiliate WFTV.
?She?s a full-time honor student and works part-time at the mall, why would she risk everything she?s worked for and be involved in something like this?? Deb Nowak.
She said that police considered Porter as the person of interest, not her daughter.
?I don?t know much about him,? Nowak said, but added that Porter is very quiet and came from a good family.
?I can?t say much else, this is all speculation,? Nowak said.? ?He hasn?t been proven guilty or innocent of anything.?
Nowak told WFTV that her daughter has a misdemeanor drug arrest five years ago, but said she does not know if drugs are involved in this case.? She also denied her daughter had any involvement with Perdormo?s disappearance.
Deb Nowak also said in an interview that the couple was staying with Porter?s mother in Connecticut.? She said she?s never heard of Perdormo but that she didn?t think he was a friend of Porter?s because ?he doesn?t have many friends and is usually very tight knit.?
After Perdomo was reported missing, Porter and Cheyanne Nowak reportedly bought a used car and abandoned the one they were driving, telling an employee at the car lot that they had to leave town because of an emergency.
Cheyanne Nowak posted a cryptic message on her Facebook page: ?I?m sorry for your loss. I?m sorry your friend is missing. It is a terrible thing. I am so sorry about this. But I can do nothing further. Night.?
But Perdomo?s fellow firefighters aren?t giving up.
?We?re hopeful that we?re just going to run into him. The brothers are here to give him a ride home,
said Kip O?Brien, a firefighter at the Bangor Fire Department.

Healthy foods missing from stores in low-income black neighborhoods, UGA study finds
Friday, February 24, 2012Most convenience stores have a wide variety of chips, colorful candies and bottles of sugar-sweetened carbonated beverages. While shoppers can buy calorie-heavy foods wrapped in pretty packages in these locations, what they usually can't find are the fresh produce, whole grains and low-fat dairy products necessary for a healthy diet.
These stores are the only nearby food source for millions of Americans living in what are called food deserts, because they are isolated from affordable healthy food. In recent studies, University of Georgia foods and nutrition researchers uncovered the unequal distribution of food stores in one Southeast community. The first study covered access to stores for people using food stamps, the Supplemental Nutrition Assistance Program, while the second study looked at what healthy foods were available at supermarkets, grocery and convenience stores. Both studies found access to healthy food is most problematic in low-income, predominately black neighborhoods.
"Easy access to affordable healthful foods is essential to promoting health and preventing diseases," said Jung Sun Lee, assistant professor in the UGA College of Family and Consumer Sciences and co-author of a pair of studies examining the food environment on the Florida Panhandle.
"Research examining food environments is a relatively new area in the nutritional sciences," she said. "Understanding the distribution of different kinds of food stores and the kinds and quality of the foods they offer has the potential to provide an explanation of why and how individuals are able or unable to follow dietary recommendations."
The Florida-Georgia connection surfaced when Connie Betterley, a community health promotion coordinator, worked with fellow Leon County Health Department administrators to collect data with a goal of making policy changes and interventions to improve access to healthy food. One of those collaborators was UGA graduate Sohyun Park, who contacted Lee about evaluating the data.
"She knew that UGA graduate students with similar interests in food environments needed data to analyze for their theses and dissertations, so a very nice collaboration developed to complete this project," Betterley said.
The studies examined 48 neighborhoods in Leon County, Fla., whose residents were identified as having high rates of childhood obesity and diet-related deaths. Using Geographic Information System technology and a registry of food stores, the distribution of food stores across neighborhood racial composition, wealth and rurality were examined. Comprehensive food store surveys were used to access the price and availability of healthy foods by food store type, neighborhood income level and racial composition.
Accessibility of SNAP-accepting stores
Results from the first-ever study of food deserts in relation to food assistance benefits accepting stores will be published by UGA researchers in the March issue of the Journal of Nutrition Education and Behavior.
"The size and types of stores available may have considerable influence on what people purchase and consume, ultimately influencing their health," said Samantha Rigby, a former UGA graduate student and study co-author. "Access to supermarkets has been shown to promote healthful food choices, and these stores are the most likely type of food store to provide the greatest variety of foods at the lowest prices."
SNAP, formerly the Food Stamps Program, provides food assistance to more than 43 million Americans a month. Florida is home to 2.9 million recipients; 10 percent of the population in the study area relies on assistance for food.
"While they may qualify for financial awards, there are no accessible stores that accept SNAP, or stores with enough variety in foods to fully utilize their benefits," Rigby said.
Primarily black neighborhoods tend to have less access to SNAP-accepting supermarkets than white or mixed race neighborhoods. In fact, no supermarket was available in predominately black neighborhoods in Leon County. SNAP-receiving residents in primarily black neighborhoods in the county may have limited shopping options because the food store type that is most likely to accept benefits, supermarkets, is not present.
"Because this racial group historically has a higher prevalence of chronic disease than whites, lack of SNAP stores nearby and resulting limited food choices may further decrease the quality of their diet and health," Rigby said.
Accessibility of healthy foods
An accompanying study looking at foods available in accessible stores was published in the November 2011 issue of the Centers for Disease Control and Prevention's publication Preventing Chronic Disease. The study looked at the availability and price of healthful foods by type of store, neighborhood income level and racial composition within a community that has high rates of diet-related illness and death.
"This study suggests that access to supermarkets and more healthful foods varies by neighborhood, which may negatively influence people's eating behavior," said Angela Leone, a former UGA graduate student and co-author of the article.
A sample of 10 fruits and 10 vegetables was examined in the grocery, supermarket and convenience stores sampled. While supermarkets carried all of the products, grocery stores lacked variety in fruits and convenience stores did not carry any vegetables.
"Fruit availability scores were significantly higher in high-income than in low-income neighborhood stores," Leone said.
All supermarkets carried low-fat milk. About 63 percent of grocery stores had low-fat milk while only 36 percent of convenience stores stocked the healthier dairy option. Whole wheat bread was available in supermarkets, but it was much less likely to be found in grocery stores (38 percent) and convenience stores (7 percent). Identical products also cost more in convenience stores.
"For dietetic professionals such as myself, these studies were eye-opening," Leone said. "We often think there is a lack of nutrition education or nutrition knowledge when in fact there may be other barriers that individuals face that inhibit their ability to follow a healthy diet, such as the nutrition environment that they live in and around."

Gingrich: Washington state allowing same-sex unions 'the right way'
FEDERAL WAY, Wash. -- Republican presidential candidate Newt Gingrich said Friday that states that pass same-sex marriage legislation are handling the issue "the right way," because the decision is not in the hands of judges.
The legislature in Washington state, where Gingrich is campaigning, last week passed a bill legalizing same-sex marriage that will go into effect in June, unless opponents can gather 120,000 signatures to force a referendum. The former House speaker was asked for his opinion on states passing such legislation after meeting with members of the Washington state Republican caucus at the Capitol.
"I think at least they're doing it the right way, which is going through voters, giving them a chance to vote and not having a handful of judges arbitrarily impose their will," Gingrich told reporters. He made a point of saying Friday that he doesn't agree with the legislation and that he would vote "no" if it were on a referendum.
Maryland also recently voted to allow same-sex marriage, joining six states and the District of Columbia with similar laws on the books -- Connecticut, Iowa, Massachusetts, New Hampshire, New York and Vermont. The New Jersey legislature approved same-sex marriage this month, but Republican Gov. Chris Christie vetoed the legislation and the issue may go to a referendum.
But in some states, the courts have been much more involved in the issue. In 2009, Iowa's Supreme Court issued a unanimous ruling overturning a gay marriage ban as unconstitutional. Three of the judges who ruled in that case were voted out of office in the 2010 midterm elections, an effort that Gingrich supported and helped finance through one of his nonprofit organizations.
Speaking later to a capacity crowd of 450 at a Best Western, Gingrich continued his recent attacks on President Obama's energy policy and again promised that he would bring gas prices down to between $2-$2.50 a gallon if he is elected. "The president would like to force all of us into small vehicles," Gingrich told the crowd. "The president would like to force all of us into what he thinks we should have. That's not freedom. The fact is, we all need to say to Barack Obama, you know, he's president of the wrong country."

They were among the seven Marines killed in one of the Corps' deadliest aviation training accidents in years.
As their families grieved and shared memories, crews worked to clean up the accident site on a sprawling desert range near Yuma, Ariz.
The dead, part of the 3rd Marine Aircraft Wing, were listed as Maj. Thomas A. Budrejko, 37, of Montville, Conn.; Capt. Michael M. Quin, 28, of Purcellville, Va.; Capt. Benjamin N. Cerniglia, 31, of Montgomery, Ala.; Sgt. Justin A. Everett, 33, of Clovis, Calif.; Lance Cpl. Corey A. Little, 25, of Marietta, Ga.; Lance Cpl. Nickoulas H. Elliott, 21, of Spokane, Wash. and Capt. Nathan W. Anderson, 32, of Amarillo, Texas.
Anderson was based in Yuma and the others were from Camp Pendleton in Southern California, the West Coast's largest base.
"Every single one of these Marines impacted our squadron in their own special way, and the entire Marine Corps aviation community is feeling their tragic loss," said Lt. Col. Stephen Lightfoot, commanding officer of the Marine Light Attack Helicopter Squadron 469. "I ask that you pray for the families and friends of the warriors we have lost."
Officials said it could take weeks to determine what caused two helicopters, an AH-1W Cobra and a UH-1 Huey, to crash in midair during a routine exercise Wednesday night, killing all aboard the aircraft.
Two of the Marines who died were aboard the AH-1W Cobra and the rest were in the UH-1 Huey utility helicopter. They were flying in a remote section of the 1.2-million-acre Yuma Training Range Complex as part of a two-week standard training called "Scorpion Fire" that involved a squadron of about 450 troops from the 3rd Marine Aircraft Wing.
Everett was aboard the Huey as a crew chief, his family said. He had served in Iraq and was about to deploy to Afghanistan.
Everett, who leaves behind a wife, a 5-year-old daughter and a 2-year-old son, left a job as a youth pastor at a Fresno church to join the Marines after the Sept. 11, 2001, terrorist attacks, said his mother, Patsy Everett.
He was a wrestler in high school, played the saxophone as a kid and participated in marching band in junior high school, she said. He also traveled to Mexico for several weeks to serve as a missionary for his church, she said.
"I saw him Sunday night, we came by to visit and he had walked me to my car and hugged me and kissed and told me, 'Mama bear, I love you' and I told him, 'Baby bear, I love you too,'" she said as she gathered with family to begin making funeral arrangements. "He was a good boy, never been any problem to us."
Little was also a Huey helicopter crew chief and he was married and expecting his first child in September.
He played baseball while growing up in Fayetteville, just south of Atlanta.
"He loved the outdoors," his mother Wanda Little said. "He loved to read. He was a very avid reader."
Cerniglia was the son of senior Pastor Mark Cerniglia at The Lutheran Church of Our Savior in South Carolina, where a memorial service was planned Monday.
The church spoke for the grieving family.
"We grieve for the loss of these talented young lives and pray for all the families and communities that are in mourning also," said a statement on the church website.
Budrejko (pronounced bud-RAY'-koh) grew up in Montville, Conn., before going to the Naval Academy and a career as a Marine aviator. He had deployed multiple times since 2003.
"He was funny. He was successful. He was a Renaissance man, but most of all he was kind. He was such a kind person, and really wanted to make a difference ? not just in the wider world but person-to-person," said his aunt, Gail Budrejko.
"I think the world was a better place because Tommy was in it." she said.
Quin had just gotten engaged last month to his longtime girlfriend and had received a visit from his fianc?e and his two younger sisters last weekend, said his father, Brad Quin.
He said his son was captain of his high school soccer team, joined the U.S. Marine Corps after graduating from the U.S. Naval Academy in 2006 and was training as a Huey helicopter pilot.
"He was a perfect son because he was kind of self-motivated and deferential to others, respectful of people around him," Brad Quin said of his only son.
"When I think about this loss and what it means to me and my family, it wells up. We all live through our kids ... and I've lost my boy and I'm never ever going to recover from that," he said.
It was the fifth aviation accident since March involving the 3rd Marine Aircraft Wing headquartered at Miramar Marine Corps Air Station in San Diego. Throughout the Navy and Marine Corps, there have only been two other aviation training accidents in the past five years involving seven or more deaths, according to the military's Naval Safety Center.

Leah Messer: Jumped By Roving Gang of She-Thugs Outside Movie Theater!
Teen Mom 2 star Leah Messer was brutally attacked by a group of three women outside a West Virginia movie theater this weekend, according to reports.
The 19-year-old mother of twins, who just miscarried in her second pregnancy, is telling friends and family that the incident went down Sunday night.
Leah Messer says she had just left the theater with her new fiance, Jeremy Calvert, when an older woman began following her and calling her names.
Leah insists she tried to tell the woman to leave her alone when two other girls came out of nowhere and all three began wailing on her hardcore.
Sources say Leah's fiance and a security guard managed to pull the three assailants off the MTV star and got Messer the hell out of the area.
A photo of her face following the brawl shows the poor blonde with a swollen cheek and redness on her neck and chest ... this was a serious melee.
Messer apparently did not recognize any of her attackers, but Leah's mother has since gone to Twitter in an effort to try and identify the women.
It's equally unclear why the goons decided to go after her in the first place. Sources say Leah plans to follow up with police later today to file a report.
