Huge Chinese expo center planned for Cancun riles Mexican businesses, environmentalists

MEXICO CITY It?s a big dream: A massive complex near the resort of Cancun that would be the largest trading center for Chinese products in the Western Hemisphere.

The proposed complex would house 3,040 showrooms, divided among 14 industrial sectors and targeting wholesalers from across Latin America. Projections estimate that it would draw 1 million people a year to a resort that already is the most popular beach destination in the Western Hemisphere.

But just one month ahead of its expected groundbreaking, the $180 million Dragon Mart Cancun is drawing loud objections from an odd alliance of Mexican environmentalists, who worry about the predicted surge in visitors, and business interests, who fear competition from inexpensive Chinese imports.

?We categorically and overwhelmingly oppose the initiative to install a Dragon Mart on our national territory,? the Confederation of Industrial Chambers of Mexico, the nation?s largest industrial group, said in a statement last month.

The group said it was worried about China?s past practices of ?under invoicing, fake receipts, price subsidies, weak tax collection, almost null labor requirements and zero commitment to the environment.?

?The project may represent a beachhead for the massive arrival of Chinese products in conditions of unfair trade that may affect national industry and production chains,? the group added.

A business-supported think tank, the Center for Economic Studies of the Private Sector, said this week that it agreed with those concerns. It noted in a statement that China has chalked up 643 anti-dumping complaints through mid-2012, more than any other member of the World Trade Organization. Mexico has lodged 19 of those complaints.

It called on authorities to conduct ?a serious and urgent investigation? of the business plan of Dragon Mart Cancun to ensure that competition will be fair.

Already, the overseers of Dragon Mart Cancun have made concessions. For one, Juan Carlos Lopez, the director general of Dragon Mart Cancun, said the expo had decided to ban exhibits by Chinese sellers of shoes and clothing.

?These two industries are very sensitive in Mexico,? he said.

Another concession, Lopez said, is that the expo center will no longer be only for Chinese vendors but also for vendors from around the world.

On the same parcel as Dragon Mart Cancun will be warehousing and 722 villas where vendors may live.

?It?s not just for Chinese people. Anybody who leases a booth can lease a home,? Lopez said.

He said he expected 400 to 600 agents of mainland Chinese companies to work at Dragon Mart Cancun, part of the 8,550 direct and indirect jobs he said the project will generate.

If the project goes ahead as planned, it would follow the rough model of Dragon Mart Dubai, the first effort by Chinese business and industry to set up a massive showroom center abroad to promote Chinese products. Dragon Mart Dubai, which measures more than 1,300 yards from end to end, opened in 2004.

Dragon Mart Cancun will contain sectors that offer home appliances, communication equipment, lighting, household furnishings, jewelry, building materials, furniture, toys, machinery, medical equipment, auto parts, foodstuffs and general merchandise.

?Latin Americans, instead of going to China or Asia, or going to different international fairs or expositions, will go to Cancun,? Lopez said.

Lopez said the Chinese government has no stake in Dragon Mart Cancun. Rather, a Chinese entrepreneur, Hao Feng, who is also behind a third proposed Dragon Mart in Bahrain, holds a 10 percent stake through a Netherlands-based private company, Chinamex, he said. The other 90 percent of Dragon Mart Cancun is in the hands of Mexican investors from Merida and Monterrey, he said.

Chinamex considered a series of other cities for the Dragon Mart, including Los Angeles, Miami, Panama City and Sao Paulo, as well as other locations in Mexico, including Tijuana, according to promotional literature.

Cancun won because its airport has more international flights than any other in Latin America, Lopez said, and its world-class hotels, restaurants and tourist attractions also will draw buyers.

?It?s a nice place to go,? he said.

Moreover, the exposition center will broaden the regional focus from tourism: ?This is an opportunity to diversify the economy,? he said.

Most of the merchandise ordered through Dragon Mart Cancun will never come through the Yucatan Peninsula. Instead, it will be shipped directly to the port nearest the buyer, Lopez said. Volumes may be huge. Lopez said Dragon Mart Dubai last year traded the equivalent of 52,000 20-foot containers.

Environmental groups also have taken aim at Dragon Mart Cancun, which would sit on a 1,367 acre site about four miles from Cancun?s airport.

?There is environmental concern because it is nearly along the coast and only 3,400 meters (2.1 miles) from a protected area, the reefs of Puerto Morelos,? said Alejandra Serrano, a representative of the Mexican Center for Environmental Law.

Serrano said Dragon Mart Cancun has not been transparent about its long-term plans nor has it complied with zoning laws on protecting green areas.

Lopez responded that the project will have its own water treatment plant and will make extensive use of solar energy.

?We will not chop any vegetation, any trees. Zero,? Lopez said. ?There are very few projects in all of Mexico that are so green.?

Lopez said the project already has received the green light from the surrounding state of Quintana Roo and only awaits a building permit from the Benito Juarez municipality, which he expects next month.

The project should be completed by May 2014.

On Monday, Google officially updated North Korea on Google Maps. Thanks to crowd-sourced data, the area is no longer blank, but instead includes markings for just about everything???right down to the locations of its prison camps. This isn't the first time Google Maps (and its 3-D counterpart, Google Earth) helped reveal previously obscured ??or even unknown ??geography.

In late 2011, Google Maps images called attention to strange patterns etched into the surface of China's Gobi Desert. There were speculations that the patterns were related to weapons-testing sites or even messages from aliens,?but?the?consensus,?according?to?Natalie Wolchover?of?Life's?Little?Mysteries,?was?that?they?were?satellite?calibration?patterns.?

Another pattern found not far from there, a?"Stonehenge-like arrangement of objects radiating outward, with fighter jets parked at its center,"?is?likely?used to test radar from space.

A year later, yet another mysterious pattern was spotted in yet another Chinese desert.?LiveScience's?Tia Ghose?reported?that?these?were?the?result?of?geological surveys for nickel mines.

Google Earth, another aspect of Google's geo project,?has also?helped an?archaeologist discover ancient Egyptian ruins.Much of the excitement over that discovery evaporated though as ? after some initial confusion regarding whether they ruins were previously undiscovered pyramids or other formations ? it turned out that at least some other researchers were already aware of this point of interest.

Thanks to Google Maps' Street View, folks have been exploring areas they may never see in person. For example, thousands of images from Australia's Great Barrier Reef and other coral locales were stitched together into 360-degree panoramas, so that anyone can take a trip from the comfort of his or her own desk.

"This will allow the 99.9 percent of the population who have never been diving to go on a virtual dive for the first time," said Richard Vevers, project director for the Catlin Seaview Survey (which worked in partnership with Google to capture images for these panoramas), told NBC News?when the project was first publicized.

Ancient Mexican monuments such as Teotihuacan, Chichen Itza and Palenque are also included in virtual tours, along with?countless businesses which, as part of an extension to the Google Street View project, allow users to virtually explore building interiors.

Sometimes Google's mapping products can cause controversy. When?a data glitch related to Google Earth's underwater seafloor imagery led to the appearance of a grid-like pattern, some proclaimed it?must indicate the existence of Atlantis. The "evidence" of the mythical city's presence disappeared as soon as Google incorporated fresh data and smoothed over imaging artifacts.

At least one mapping controversy ended with new research, however.?When a Nicaraguan general?alleged that Google Maps displayed erroneous borders between his country and Costa Rica. The secretary general of the Organization of American States was sent in to examine the area and resolve the cartographic drama.

And then there was that time a?Google Street View car ran over a donkey ? or at least appeared to. ?"Over the last 24-hours concerned members of the public and the media have been speculating on the fate of a donkey pictured in Street View in the Kweneng region of Botswana,"?wrote?Google's?Kei?Kawai?in?a?blog?post.?Fortunately?for?Google,?the?car?took?many?photos,?and?a?review?of?them?clearly?showed?the?donkey?moving?aside?safely.?"I'm pleased to confirm the donkey is alive and well."

Google's not above showing us what's behind the curtain in its own data centers, either. Thanks to Street View tours of the interiors of the company's previously unseen buildings, we now know that Stormtroopers and R2 units guard our precious data.

500px app returns to the App Store with mature rating and better photo reporting options

500px has returned to the App Store after its short hiatus over nudity concerns. Apple's main issue was that nudity was too easy to come across without any warning even though a recent update has made them harder to find, not easier. This time, 500px has been updated with an added mature rating and better photo reporting features.

It isn't blatantly apparent what changes have exactly been made to the 500px app other than it's had a mature rating added and an easier way to report photos. This was done by a "report photo" button being added in an easy to find place. This could be to address the child pornography concerns that people were rumoring. 500px stated previously that they'd never received such complaints but would take any very seriously.

Whatever 500px did to prevent nudity coming up unless a user wants to see it must have appeased Apple enough to allow the app back into the App Store.

(AP) ? Declaring "now is the time" to fix the nation's broken immigration system, President Barack Obama on Tuesday outlined broad proposals for putting millions of illegal immigrants on a clear path to citizenship while cracking down on businesses that employ people illegally and tightening security at the borders. He hailed a bipartisan Senate group on a similar track but left unresolved key details that could derail the complex and emotional effort.

Potential Senate roadblocks center on how to structure the avenue to citizenship and on whether legislation would cover same-sex couples ? and that's all before a Senate measure could be debated, approved and sent to the Republican-controlled House where opposition is sure to be stronger.

Obama, who carried Nevada in the November election with heavy Hispanic support, praised the Senate push, saying Congress is showing "a genuine desire to get this done soon." But mindful of previous immigrations efforts that have failed, he warned that the debate would be difficult and vowed to send his own legislation to Capitol Hill if lawmakers don't act quickly.

"The question now is simple," Obama said during a campaign-style event in Las Vegas, one week after being sworn in for a second term in the White House. "Do we have the resolve as a people, as a country, as a government to finally put this issue behind us? I believe that we do."

Shortly after Obama finished speaking, cracks emerged between the White House and the group of eight senators, which put out their proposals one day ahead of the president. Florida Sen. Marco Rubio, a potential 2016 presidential candidate, faulted Obama for not making a citizenship pathway contingent on tighter border security, a central tenet of the lawmakers' proposals.

"The president's speech left the impression that he believes reforming immigration quickly is more important than reforming immigration right," Rubio said in a statement.

House Speaker John Boehner also responded coolly, with spokesman Brendan Buck saying the Ohio Republican hoped the president would be "careful not to drag the debate to the left and ultimately disrupt the difficult work that is ahead in the House and Senate."

Despite possible obstacles to come, the broad agreement between the White House and bipartisan lawmakers in the Senate represents a drastic shift in Washington's willingness to tackle immigration, an issue that has languished for years. Much of that shift is politically motivated, due to the growing influence of Hispanics in presidential and other elections and their overwhelming support for Obama in November.

The separate White House and Senate proposals focus on the same principles: providing a way for most of the estimated 11 million people already in the U.S. illegally to become citizens, strengthening border security, cracking down on employers who hire illegal immigrants and streamlining the legal immigration system.

A consensus around the question of citizenship could help lawmakers clear one major hurdle that has blocked previous immigration efforts. Many Republicans have opposed allowing illegal immigrants to become citizens, saying that would be an unfair reward for people who have broken the law.

Details on how to achieve a pathway to citizenship still could prove to be a major sticking point between the White House and the Senate group.

Obama and the Senate lawmakers all want to require people here illegally to register with the government, pass criminal and national security background checks, pay fees and penalties as well as back taxes and wait until existing immigration backlogs are cleared before getting in line for green cards. Neither proposal backs up those requirements with specifics.

After achieving legal status, U.S. law says people can become citizens after five years.

The Senate proposal says that entire process couldn't start until the borders were fully secure and tracking of people in the U.S. on visas had improved. Those vague requirements would almost certainly make the timeline for achieving citizenship longer than what the White House is proposing.

The president urged lawmakers to avoid making the citizenship pathway so difficult that it would appear out of reach for many illegal immigrants.

"We all agree that these men and women have to earn their way to citizenship," he said. "But for comprehensive immigration reform to work, it must make clear from the outset that there is a pathway to citizenship."

"It won't be a quick process, but it will be a fair process," Obama added.

Another key difference between the White House and Senate proposals is the administration's plan to allow same-sex partners to seek visas under the same rules that govern other family immigration. The Senate principles do not recognize same-sex partners, though Democratic lawmakers have told gay rights groups that they could seek to include that in a final bill.

John McCain of Arizona, who is part of the Senate immigration group, called the issue a "red flag" in an interview Tuesday on "CBS This Morning."

Washington last took up immigration changes in a serious way in 2007, when then-President George W. Bush pressed for an overhaul. The initial efforts had bipartisan support but eventually collapsed in the Senate because of a lack of GOP support.

Cognizant of that failed effort, the White House has readied its own immigration legislation. But officials said Obama will send it to the Hill only if the Senate process stalls.

Most of the recommendations Obama made Tuesday were not new. They were included in the immigration blueprint he released in 2011, but he exerted little political capital to get it passed by Congress, to the disappointment of many Hispanics.

Some of the recommendations in the Senate plan are also pulled from past immigration efforts. The senators involved in formulating the latest proposals, in addition to McCain and Rubio, are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, and Republicans Lindsey Graham of South Carolina, and Jeff Flake of Arizona.

Also Tuesday, in another sign of Congress' increased attention to immigration issues, a group of four senators introduced legislation aimed at allowing more high-tech workers into the country, a longtime priority of technology businesses. The bill by Republicans Rubio and Orrin Hatch and Democrats Amy Klobuchar and Chris Coons would increase the number of visas available for high-tech workers, make it easier for them to change jobs once here and for their spouses to work and aim to make it easier for foreigners at U.S. universities to remain here upon graduation.

Conservative groups give GOP a pass on debt ceiling hike, with strings attached

When House Republicans vote Wednesday on a bill to temporarily lift the federal debt ceiling, they won't have enthusiastic support from the conservative movement-- but they won't get hell for it either.

Some of the most prominent conservative groups that have opposed raising the debt ceiling will give House Republicans a (one time) pass when they vote on a short-term debt ceiling extension. The mild voices of support from the ideological coalition of groups, however, come with a price: They'll give Republicans a chance, but they expect the GOP to demand a plan to balance the federal budget when they ultimately negotiate with Democrats over financing the federal government.

Groups like the Club for Growth, Heritage Action and the American Conservative Union, which signed a letter with more than 40 other organizations last week demanding a balanced federal budget, said they will give Republicans some breathing room on the debt limit now under the assumption Republicans will stand firm on the balanced budget plan later.

?The Club for Growth will not oppose tomorrow?s vote on the debt ceiling,? Club for Growth President Chris Chocola said in a statement Tuesday. ?The Club for Growth will, on the other hand, strongly oppose any efforts during the upcoming debate over the continuing resolution and sequester that fail to arrest out-of-control spending and put sensible limits on the growth of government.?

At a members-only retreat last week, House Republicans emerged from three days of private meetings with an offer to extend the debt ceiling with the demand that the Democrat-controlled Senate pass a traditional budget resolution. According to the Republican plan, if the Senate fails to pass a budget by April, House Republicans will automatically withhold their colleagues' paychecks.

"No budget, no pay," declared House Majority Leader Eric Cantor in a statement Friday. Cantor's line is expected to set the tone for the House Republicans' public relations messaging. The upper chamber has not passed a traditional budget since April 2009.

If the House votes to raise the debt ceiling Wednesday, Republicans in the chamber will have about three months to make good on the promise to pass a budget proposal that balances the federal government's books in ten years. House Budget Committee chairman Paul Ryan on Tuesday said he would craft an outline to balance the budget within that time and, at a closed door meeting of House Republicans Tuesday night, House Speaker John Boehner assured colleagues he supports that plan.

"With the right reforms in place, Paul?s goal is to advance a budget that balances within a decade," Boehner said, according to a source inside the room. "I applaud that goal, and share it."

Since the House Republican announcement, conservative groups have voiced cautious support.

"Whether it's now or three months from now, a debt ceiling stalemate seems like the only available alternative," said Al Cardenas, chairman of the American Conservative Union (ACU). "ACU prefers a stalemate now but is willing to accept the commitment from House leadership to put something on the table in the next few weeks-- as long as it commits to stand firm on the next debt ceiling deadline, and especially if meaningful reform is not accepted by Democrats by then.?

Grover Norquist, the president of Americans for Tax Reform who hosts a weekly meeting of conservative activists, said there is support among conservatives for the Republican plan-- with the exception of the national tea party group FreedomWorks, which is urging members to vote against it-- even if that means temporarily raising the debt ceiling.

"This is a four-year fight," Norquist said. "Pushing the debt ceiling fight off three months is a tactical decision. It's not a retreat. It's not even a tactical retreat. I think it's wise to not get into arguments on tactics and strategy and act as if they're arguments over principle."

Coast Guardsman reappears after 3 months

HONOLULU (AP) ? A Coast Guardsman has reappeared after vanishing and being declared a missing person more than three months ago, Honolulu police and the Coast Guard said Tuesday.

Petty Officer First Class Russell Matthews returned home Sunday night, police said. Police say he was incoherent and taken to a hospital for observation.

Coast Guard spokesman Lt. Gene Maestas said the service doesn't know where Matthews, a Hawaii-based rescue swimmer, has been and what he's been doing since his wife reported him missing on Oct. 9.

Coast Guard investigators dispatched to see him confirmed his identity after he called his command from Castle Medical Center in the Honolulu suburb of Kailua, Maestas said. He's now being evaluated at Tripler Army Medical Center in Honolulu.

Coast Guard investigators looking into his disappearance won't question him until he's released by doctors, Maestas said. But the service will probe the incident.

"We'll try to find out why he disappeared and all the details surrounding his case," he said.

Police found the 36-year-old guardsman's car abandoned at Kaena Point, a remote area of Oahu, when Matthews was reported missing in October.

Crews from the Coast Guard, Navy, state, county lifeguards and Honolulu fire and police departments together searched more than 10,000 nautical square miles ? on land and at sea ? for Matthews. The search was called off on Dec. 13.

Honolulu Police Sgt. Kim Buffett of Crimestoppers said Matthews isn't giving the police a statement because he's in the hospital. Detectives have no reason to pursue the case as it's not against the law to be missing, she said.

The police case is closed now that Matthews has been found, she said.

It's unusual for a Guardsman to go missing for months and then reappear, Maestas said.

"This is not the norm for the Coast Guard. In my 28 year career in the Coast Guard, I have never come across a case like this," he said.

Matthews, an aviation survival technician, has been in the Coast Guard for 15 years. He's been assigned to Hawaii since 2007.

Apparent Doxie One


The Apparent Doxie One offers an unexpected twist on computer-free scanning. Like most scanners in the category, including the Editors' Choice VuPoint Solutions Magic Wand Wi-Fi PDSWF-ST44-VP, it saves scans to memory, which in the Doxie One's case means an SD card. You can then copy the files to your computer's hard disk later. The unexpected twist is software for your PC that lets you easily move the files to cloud apps.

All this makes the Doxie One a computer-free scanner that also manages to link to the cloud, in a once-removed sort of way. That's an obvious advantage if you want to share or store scans in the cloud. Even if you don't care about the cloud capability, however, the software's other features, including saving to searchable PDF (sPDF) format, offer more than some of the competition.

The Basics
Although it's not as small or as portable as a wand scanner like the PDSWF-ST44-VP, the Doxie One is suitably small and light for a portable manual-feed scanner, at 1.7 by 10.5 by 2.2 inches (HWD) and just 14 ounces by itself or an even pound with four AAA batteries. Note that it won't work with alkaline batteries, however, and it doesn't come with either the rechargeable NiMH batteries it needs or a charger.

Key items included with the scanner are a 2GB SD card, a power adaptor, an assortment of plugs that Apparent says will let you plug into wall sockets anywhere in the world, a USB cable that you can connect to a computer to easily copy files from the memory card while it's in the scanner, and a 5 by 7 inch plastic sleeve for protecting photos or other easily damaged originals.

Missing from the list is a soft carrying case, which is a common extra with portable scanners. However, you can buy a protective hard case ($29 direct) from Apparent's Web site, as well as a set of four rechargeable batteries with a recharger ($25 direct), and an assortment of color skins to cover the Doxie One's black case ($10 direct for a pack with seven colors). The site also mentions, but doesn't sell, SD card readers for an iPad, which are available elsewhere with either a 30-pin or Lightning connector.

Setup for scanning consists of plugging the SD card into the back of the scanner, either plugging in the power adaptor or inserting four rechargeable batteries, inserting the supplied calibration sheet in the front slot, and letting the scanner go through its self-calibration step.

Scanning is just as simple. Everything gets scanned to JPG format at 300 pixels per inch (ppi) and in color, so there are no settings to change. All you do is turn on the scanner and insert whatever you want to scan in the front slot. You can move the scans to your computer later, either using the SD card or by connecting to your computer by USB cable, letting the computer recognize the card in the scanner as a drive, and then copying the files.

Software
Although Apparent doesn't include any software with the Doxie One, it offers software you can download from its Web site, a trick that ensures you wind up with the most recent version of the program. If you already have other scan-related software, you can ignore Apparent's utility if you like, but it offers some useful features that are well worth having. For my tests, I downloaded Doxie 2.3.1 for Windows and installed it on a system running Windows Vista.

Like earlier versions of the Doxie software that I've tested, version 2.3.1 is easy to use and also reasonably capable. It lets you rotate images, combine individual scanned pages into a single file with a Staple command (for saving multipage files to PDF format only), and then send the images to various locations, including folders on your own hard drive and to an assortment of cloud destinations. Choices include predefined connectors for Evernote, Dropbox, Flickr, Google Docs, Twitter, and Apparent's own Doxie Cloud, plus the option to define additional choices.

Although the scanner itself saves all files in JPG format, the software lets you save them to JPG, PNG, BMP, or PDF image formats or sPDF format, with text recognition handled by an integrated version of the Abbyy FineReader optical character recognition (OCR) engine. Unfortunately, however, there's no option for saving to editable text format, like RTF or Microsoft Word.

Results and Other Issues
The scanner and the utility worked as promised in my tests, with the Doxie One offering reasonably fast speed. I timed it with photos in the protective sleeve at 8 to 9 seconds. Add in the time it takes to put the photo in the sleeve and take it out after scanning, though, and the real time is closer to 25 seconds each. Letter-size text pages also take about 8 or 9 seconds.

Image quality for photos is acceptable for casual use. I saw an obvious loss of sharpness in my tests, but most people would consider the results suitable as snapshot quality for digital images or even for reprinting the photos. Scanning and saving to sPDF format also worked well enough, and I was able to search for and find text in the files. However, it's hard to judge how well the recognition works, since our approach to scoring for our text recognition tests requires an editable text format.

One last important note is that the Doxie One doesn't give you any way to see how good the scan is until you move the file to a computer, at which point you may no longer have the original to rescan. The same is true for most computer-free scanners. However, it's worth mention that a few models, including the Editors' Choice Visioneer Mobility, let you connect to your smartphone by Wi-Fi so you can spot a poor scan while you can still do something about it.

The Apparent Doxie One would certainly earn a higher score if it offered something similar. However, based on my tests, you should rarely wind up with the unpleasant surprise of a poor scan, which makes this more of a problem in principle than in practice. The lack of common types of application software, with no way to scan to editable text format for example, is potentially more of a concern. But if you don't need additional application programs, or already have the ones you need, that's not an issue either. And if you want an easy way to move scanned images to the cloud, the Apparent Doxie One may well be the portable scanner you want.

(AP) ? Grappling with severe fuel shortages and winter temperatures that drop below freezing, Syrians are spending hours in line every day for gasoline or a few loaves of bread at soaring prices as President Bashar Assad's regime faces mounting difficulties in providing basic services to its people.

Syria's economy is buckling under the twin strains of violence and sanctions that have sapped the government's finances, devastated the nation's cities and left its industry and infrastructure in ruins. A power outage on Monday plunged Damascus and large swathes of the country's south into darkness, providing a stark reminder of how serious the regime's challenges are to keep the economy moving ? and its people fed and warm.

With the fighting settling into a bloody stalemate that looks likely to grind on for months, if not longer, the government's inability to provide basic services is likely to fuel frustration and anger with Assad, even from supporters who are deeply distrustful of the rebels fighting to topple him.

Monday's electricity blackout, which affected upscale areas in the heart of Damascus where rationing is normally less severe, was the latest in a series of infrastructural failures that the regime has blamed on the rebels. Late last year, the Internet and most telephone lines were cut for days as the regime and rebels traded blame. And over the year, the country's oil and gas pipelines, power stations and water pipes have all been attacked.

While Damascus's 2.5 million residents have grown used to frequent power cuts, this week's outage was the first to darken the entire capital since the conflict began in March 2011.

The winter months have brought misery and suffering to new levels, as the scarcity of food and fuel have meant people queuing for hours in cold weather for the most basic essentials, and others freezing inside their homes. In the countryside, people have resorted to chopping down trees and burning furniture to make fires to keep warm.

On a recent day in the poor Damascus neighborhood of Rukneddine, more than a 100 people stood outside al-Ameed bakery waiting to get 1.35 kilograms (3 pounds) of subsidized bread for 15 pounds (16 cents). Nowadays, Syrians can choose between subsidized bread or standard bread known as "touristic," which is abundant but four times more expensive than the subsidized.

With the economy in tatters and work hard to come by as the war grinds on, many families don't have the deep pockets for anything other than the cheapest option. One woman said she waited for four hours to get a pack of subsidized bread.

"I can't afford to pay more than that. My children need every penny," she said, requesting anonymity for fear of reprisals. Wearing a Muslim scarf around her head, the woman said she recently starting working as a cleaning lady to help raise her kids after her husband was killed by a shell last year.

The economic crisis has meant many children are dropping out of school to help their family make ends meet.

Yaman, a 12-year-old boy, quit school after his father was killed and his mother wounded when their home in the Damascus suburb of Douma was hit by a shell. He now makes a living standing in line to get bread, then selling the flat, round loaves to people who don't want to queue.

"Those who don't want to pay the high prices can go and stand in line," said Yaman, dressed in blue jeans, a shirt and flip flops on a cold January day as he held five packs of bread.

"I am not greedy," Yaman said, adding that he was now the only working member in the family. "I only do this for my family."

The government has fixed gasoline prices at about 75 cents per liter, but shortages mean residents must wait up to six hours in lines to fill up.

"There is almost no diesel in the city," said a taxi driver named Wael, who gave only his first name for security reasons.

He gets to the gas station around 6 a.m. and often waits until noon to fill up. Even then, the gas is rationed by the government to no more than 20 liters (5.2 gallons) per person ? meaning he'll have to return the following morning around dawn to wait in line again.

"I hate my job," he said. "I've been trying to find a new one but I can't. How am I supposed to feed my kids?"

Cooking gas, too, has become a precious commodity, and people must wait more than two weeks to replace an empty bottle at the government rate of about $7 or pay as much as four times that on the black market.

"The situation is catastrophic in most of Syria," said Dubai-based Syrian economist Samir Seifan. "The economy is paralyzed. Whole sectors are paralyzed, especially the industrial sector."

Despite the ravaged economy, most analysts say the regime can survive for at least another year at current levels of spending, and perhaps even longer.

Seifan said one reason is the assistance that the regime reportedly is getting from its main regional ally, Iran, which has allegedly provided billions of dollars since the crisis began in March 2011.

"If this assistance stops, there will be an economic collapse," Seifan said.

U.S. and European Union bans on oil imports, which went into effect last year, are estimated to be costing Syria about $400 million a month.

Before the uprising, the oil sector was a pillar of Syria's economy, with exports ? mostly to Europe ? bringing in $7 million to $8 million per day.

This income was a key to maintaining the $17 billion in foreign currency reserves that the government had accumulated from a brief oil boom in the 1990s and maintained until last year. The government has not said what currency reserves it has left, but the London-based Economist Intelligence Unit estimates it to be a little more than $4.5 billion.

Earlier this month, the London-based Business Monitor International said it has revised the 2012 and 2013 real GDP growth forecasts in Syria and projects a contraction of 7.8 percent in 2012 and 3.4 percent in 2013, compared to its previous forecasts of a contraction of 7.1 percent and 2.6 percent 2012 and 2013, respectively.

The U.S. dollar today costs about 95 pounds at the black market compared with 47 pounds to the dollar when the crisis began. The government price is about 79 pounds.

For most of the residents of Damascus, which has yet to see the daily gun battles and shelling of other Syrian cities, the power cuts and fuel shortages are the most frequent reminder of the war that has engulfed much of the rest of their country.

Still, the situation in government-controlled areas is much better than in territories held by rebels.

The situation is markedly worse in the suburbs ringing the capital, some of which are controlled by the opposition and are frequent sites of clashes between rebels and regime troops as well as frequent targets of government airstrikes. Some of these areas have had no electricity for months and have only black-market gas driven in from elsewhere.

But whether in Aleppo or Damascus or the capital's suburbs, Syrians are weary of the strain of a conflict that has killed more than 60,000 people.

"Until when will this go on?" said Saeed, a taxi driver from Damascus. "Death is more merciful than living like this."

Seniors in Our Midst - Teton Family Magazine

The Tetons are an incredible place to live out your youth, and they are a wonderful place to grow old. While our elders may not be the most visible or vocal members of our community, they have provided a backbone of support for decades. Families may scatter for much of their members? lives, but they are often drawn together later by choice and/or necessity. As neighbors and family members age, they remain vitally important, and should always be included in our thoughts and activities.

The eldest generation gathered here for several reasons. Some are pioneers or their first-generation descendants, who were born and remained here to witness the transformation of the rugged, rural land. Another large segment of the demographic ventured to the region decades ago as young adults and stayed to build careers, homes, and families. There are also newer, younger residents who have brought their parents or grandparents here from other places to live out their days in this vibrant and beautiful environment.

In Teton County, Wyoming, 9.9 percent of the population, or approximately 2,100 people, are older than sixty-five. According to Ruby Parsons?a founding board member of the Seniors West of the Tetons Senior Center in Driggs?Teton County, Idaho, is home to about five hundred citizens over sixty years old. Available resources for elders have grown as their numbers have increased; opportunities for seniors to get out of their homes and retain vital social relationships abound through local hospitals, church groups, and care agencies. For those more frail and homebound, the network of caregivers, homecare, and hospice services grows ever larger to assist both the elderly and their families.

The Senior Center of Jackson Hole, located at 830 East Hanson, has provided services to 1,315 people so far this year; they served nineteen thousand senior meals in 2011, including three routes of home-delivered meals. The center provides educational and fun activities ranging from fitness classes like yoga, Qigong, and Zumba to Spanish classes, Bible study, pinochle, bridge, cribbage, and bingo. Health-related sessions include blood pressure checks, Medicare assistance, and foot clinics with a podiatrist.

The center hosts two separate caregiver-support groups each month facilitated by professional counselors. They have an equipment closet stocked with walkers, wheelchairs, crutches, shower chairs, and benches to loan. The center mails out more than nine hundred newsletters each month, and a bus is available for pick up and delivery to the center, with assistance available from door to door. For a small fee, the bus is available for shopping and other errands.

Across the street from the Senior Center is Pioneer Homestead Apartments. The three buildings here include seventy-eight units for people sixty-two or older and of limited income, or the disabled of any age. Residents live independently, and the facility honors the federal Grandparents Raising Children program, which means family members may not be denied residence. Companion pets?cats and small dogs?as well as working dogs for the disabled are allowed. About half of the residents have animals. Some additional benefits include laundry facilities on every floor, and a library with books, games, and puzzles. About 60 percent of those living here have moved in from out of the area to be with their children and families, and the waiting list for the apartments remains at about twenty names. Many residents stay for as long as fifteen years.

?These people have much to give,? says Deborah Barnes, property manager at Pioneer Homestead Apartments. ?They are deep wells and [too often] no one draws from them. Our job is making a difference in folks? lives. I think more people need to volunteer to visit with elders. It helps turn people?s heads around.?

Barnes speaks from experience. Most of her career was spent as a child psychologist. And when her nephew was rebellious, having difficulties with relationships and school, her sister had him volunteer to help the elderly in their community. Barnes saw firsthand her nephew?s dramatic transformation to becoming more adaptive and tolerant.

River Rock Assisted Living Facility south of Jackson is another, more opulent option for independent living. The beautiful facility, run by the Oxford Group of Kansas, offers full meal service, housekeeping and maintenance, scheduled transportation, paid utilities, an emergency call system, and group activities. Trained staff, including medical professionals, is available for monitoring and assistance with medications, medical appointments, and personal care such as bathing and dressing.
St. John?s Living Center is a long-term care, skilled-nursing facility connected to the hospital in Jackson. However fragile it may sometimes be, life abounds here. In the Eden Alternative facility a large aviary of colorful finches greets visitors. Three cats reside among the residents. The sixty-bed facility is truly a community within a community, with an average of 10 percent of residents there for rehabilitation and short-term respite care.

?It?s a pretty dynamic place with lots of coming and going,? says administrator Pat Weber. ?We keep moving toward our goal of being resident-centered. Relationships are based on two-way communication. There are three registered nurses and eight certified nursing assistants every day. The staff truly cares.?

Activities include popcorn parties, Sunday services, and a music teacher with guitar that entertains and interacts with residents and their families. Residents find joy in visits with the children from St. John?s Medical Center on-site daycare who come every Monday. The kids grow comfortable around seniors and don?t fear wheelchairs or wrinkled faces. Residents are invited to employee picnics and Karen Connelly, Director of Marketing for St. John?s, was surprised when her young daughter said, ?Oh, there is my friend, I have to go say hello,? and walked right over to greet a frail woman in a wheelchair.
On staff at the Living Center is a social worker that addresses such issues as medications management, safety, nutrition, and preventive health care. Public Health Nursing provides annual flu shots and visits with an audiologist. It is important to acknowledge grieving for the loss of pets, friends, driving ability, and mental and physical capacities in general, and there is guidance for those dealing with the changing roles of parents and their children.

On the Idaho side of Teton Pass, the Eastern Idaho Community Action Partnership sponsors the Area VI Agency on Aging, which offers resources for seniors including adult protection and caregiver support; various health, financial, and legal services; participation in the Grandparents Raising Grandchildren program; and in-home services to ensure seniors are able to stay in their homes. District VII Public Health Nursing?s services range from legal aid and low-income energy assistance to home care and advocacy programs. Avalon Home Health and Hospice provides health care to seniors in Teton Valley who are unable to leave their home. A nurse can do an initial assessment and help with insurance coverage (100 percent covered by Medicare, others vary) and local caregivers with reliable transportation are assigned to clients. And Teton Valley Health Care provides care and screenings, including services for those in need of financial assistance, through the hospital and clinic in Driggs as well as a smaller clinic in Victor.

After going years without, Teton Valley welcomes the Teton Peaks Assisted Living facility set to open January 2013. The sixteen-bed facility located just north of Driggs offers independent living with twenty-four-hour nurse oversight for folks ready to turn over the keys to their own home. They provide meals, medication reminders, and shower assistance, and have partnered with Avalon Home Health and Hospice for medical caregivers.

Seniors West of the Tetons Senior Center serves lunch to anywhere from thirty to sixty on Monday, Tuesday, and Thursday each week (but it?s closed for holidays). They feature Pie Day and Bingo on Tuesdays. The center has a Fit & Fall-Proof exercise session led by a therapist on Mondays and Thursdays at 9:00 am. Sponsored by Eagle Orthopedics and Sports Physical Therapy, this multi-level class is free and open to the public. Blood pressure checks are available on Mondays. Each month the center hosts a speaker presentation called Women of Teton Valley; an additional gathering honors one local citizen each month.
One final regional resource of stellar quality is the Institute for Cognitive Health at St. John?s Medical Center. An affiliate of the University of Utah Center for Alzheimer?s Care, Imaging, and Research, the Institute provides screenings and neuropsychological assessment and directs a continuum of care for those with memory impairment. It offers educational seminars on healthy aging, and maintains a lending library. Three support groups that meet monthly offer guidance for those dealing with the isolation involved in caring for loved ones suffering from mental decline. Each October the institute takes part in National Memory Screening Day.

Every November the Institute for Cognitive Health teams up with the Senior Center of Jackson Hole to host the Brain Game Challenge sponsored by the Alzheimer?s Foundation of America. For this event, the Teton County/Jackson Parks and Recreation Department and local high school Honor Society students work together to create diverse activities, including a Language Learning Lab in four languages, a Zumba movement class, and lots of puzzles and games. It?s a time for people of all ages to come together, and there is plenty of food and fun for everyone.

There is a sweetness to be shared hanging out with old folks. It is amazing the unexpected things one might learn, or the glimpses of the past one might see, provided by someone who was there. My grandmother, who was born in 1891 and grew up ?back East,? once shared a bit of personal history while she was looking at pictures in a bird book with some visiting children: ?I remember the first time I ever saw a ring-necked pheasant.?
?Really?? the children asked. ?Haven?t they always been here??

Our mother was dying of cancer,? she continued. ?A beautiful pheasant walked out of the cornfield into the yard. Will.i.am, Legend take part in young voters event

WASHINGTON (AP) ? Will.i.am says though he's an active supporter of President Barack Obama, don't expect the Black Eyed Peas leader to become a politician.

"Nope. I like it from this angle," he said in an interview Saturday night.

Will.i.am attended an event for OurTime.org, a non-profit organization that encourages young people to vote. Several hundred people packed the Donald W. Reynolds Center for American Art and Portraiture, where John Legend, Common and T-Pain performed.

The event was just one of will.i.am's inaugural appearances: He's attending the Candle Light Inaugural Ball and Green Inaugural Ball on Sunday and will be a guest at Obama's public swearing in ceremony Monday and at the Inaugural Ball later that day.

He said it "feels good" to lend his hand to the Obama campaign and that he wants to see young voters do more.

"This is important for the youth to realize how powerful they are and to stay active and stay informed, and go out when it's time to vote. And not just for a presidential candidate, but for local government, too," he said.

Common kicked off the live performances with songs like "The People" and "Testify." He even danced and kissed a fan onstage ? and on the lips ? while Beyonce's "Party" blasted in the background.

"Just be whoever you are no matter what they say," Common said to the crowd.

The rapper also hit the stage with John Legend, who played piano as Common performed "The Light." Legend slowed the night's upbeat mood, crooning on songs like "Green Light," ''Tonight (Best You Ever Had)" and "Ordinary People."

Newly crowned Miss America 2013 Mallory Hagan, actress Sophie Bush and Arianna Huffington also attended.

Rapper-singer T-Pain closed the night, performing hits like "Bartender" ''5 o'clock," ''Good Life" and "Blame It."

Report: Manti Te'o admits to 'catered' accounts in girlfriend hoax

Notre Dame's Manti Te'o finally answered questions Friday night about the Lennay Kekua girlfriend hoax, saying in an exclusive interview with ESPN that he wasn't part of it ? although he "tailored" his accounts of meeting the woman ? and that the alleged mastermind of the hoax apologized to him.

The Fighting Irish linebacker and Heisman Trophy finalist at the center of a fake girlfriend controversy that has captivated the sports world for three days spoke to the network's Jeremy Schaap. Te'o gave the interview with a lawyer seated next to him in a conference room at the IMG Training Academy in Bradenton, Fla., where he is preparing for the NFL draft. There were no TV cameras at the 2?-hour interview, which was recorded.

(AP) Although Te'o came to Notre Dame officials about the hoax in late December, he said a group of people connected to the perpetrators of the hoax showed up at the team hotel in the days leading up to the BCS championship game in Miami. ESPN initially reported during its broadcast that the incident didn't affect Te'o's performance in the championship game, which the Irish lost 42-14. A version of the report on ESPN.com, however, said Te'o told Schaap his play was impacted by the group showing up at the hotel. Those details were later removed from the story. Schaap told Y! Sports on Saturday morning that the discrepancy was caused by a typo made during the transcription of his interview with Te'o.

Before that encounter, Te'o said he got a call from someone claiming to be Kekua on Dec. 6, even though that was more than two months after her supposed death.

"I just got mad," Te'o said. "I went on a rampage ? the Lennay I knew died on September 12."

Te'o denied using the hoax to bolster his Heisman candidacy.

"Well, when they hear the facts, they'll know," Te'o told ESPN. "They'll know that there is no way that I could be part of this."

Te'o said the relationship with the fake girlfriend began on Facebook. He admitted to lying to his father about having met Kekua, prompting his father to tell reporters that the two had met. Several media stories indicated that he and Kekua had met. Te'o insisted they never did.

Schaap reported there were "occasional contacts" over the following year, and Te'o said he contacted people who said they knew Kekua.

The relationship escalated after Notre Dame's game against Purdue in 2011. It got even more "intense," according to Schaap, on April 25 of last year when Te'o learned Kekua had been involved in a truck crash.

From April until September, Schaap reported, Te'o and Kekua were "inseparable" by phone. It did occur to Te'o that it was strange that they had never met. "I even thought it was crazy that I was with somebody I didn't meet," Schaap reported Te'o as saying.

Te'o admitted lying to his father, Brian, about the relationship, and confessed to embellishing details of their romance.

One of the most pressing questions over the last few days was why Te'o didn't visit the supposedly ailing Kekua in the hospital. Schaap posed that to Te'o, who said, "It never really crossed my mind. I don't know. I was in school."

Schaap said the interview was conducted without cameras because Te'o wanted the discussion to be in a "more intimate setting" and the lack of lights and cameras "probably made him more comfortable."

Te'o told Schaap he still wasn't completely sure Kekua was fake until Wednesday, when Ronaiah Tuiasosopo, the reported mastermind behind the hoax, called him to confess and apologize.

Te'o met Tuiasosopo for the first and only time when Notre Dame played USC in 2012. He thought he was meeting one of Kekua's sisters, but Tuiasosopo showed up with a child who Te'o thought was Kekua's niece.

Te'o told Schaap he tried to speak with Kekua via Skype and FaceTime on numerous occasions, but the person at the other end of the line was in what he called a "black box."

Schaap said Te'o showed him documentation of online exchanges between himself and Kekua, and called Te'o "very convincing." However, he also said Te'o was "utterly confused" by the ordeal.

Te'o did take issue with one part of the Deadspin.com story that revealed the hoax, a point that alleged a source was "80 percent sure" Te'o was involved in the hoax. Te'o strongly denied this, saying he "never" was part of the ruse.

Te'o said he "catered" his stories so people would think he "met her before she passed away."

"I knew that ? I even knew that it was crazy that I was with somebody that I didn't meet," he said. "And that alone people find out that this girl who died I was so invested in, and I didn't meet her as well."

Te'o was asked what he thought should happen to Tuiasosopo.

"I hope he learns," Te'o said. "I hope he understands what he's done. I don't wish an ill thing to somebody. I just hope he learns. I think embarrassment is big enough."

He added: "Two guys and a girl are responsible for the whole thing." Asked who they are, he said: "I don't know. According to Ronaiah, Ronaiah's one."

Te'o also shed light on the events of Sept. 12, the day his grandmother died.

"[Me and Lennay] got in an argument. She was saying, you know, I'm trying to be here for you. I didn't want to be bothered. I wanted to be left alone. I just wanted to be by myself.

"Last thing she told me was 'Just know I love you.' "

On Wednesday, Deadspin broke the story that Te'o's girlfriend, Lennay Kekua, did not exist. That story set off a national wave of questions, as Kekua's supposed death from leukemia had been a major storyline in Te'o's Heisman campaign and Notre Dame's run to the BCS championship game.

Te'o released a statement Wednesday evening, saying he was the victim of a hoax. Notre Dame athletic director Jack Swarbrick followed that with a news conference, announcing Te'o had come to school representatives in late December with the suspicion that someone pretending to be Kekua had duped him.

Swarbrick deferred to Te'o to answer specifics about the relationship, and reporters gathered at the IMG Academy. Thursday came and went without any word from Te'o as speculation grew about when he would break his silence. Then, Friday evening after 10 p.m. ET, an ESPN PR representative tweeted that Schaap was speaking with Te'o without cameras recording the interview.

Latinos take on bigger role in Obama inauguration

WASHINGTON (AP) ? Latinos are taking a more prominent role in President Barack Obama's second inauguration, from the first Hispanic Supreme Court justice swearing in the vice president to a star-studded celebration of Latino culture.

Eva Longoria, a co-chairwoman for Obama's campaign, is hosting a salute to the president Sunday evening. Antonio Banderas, Rosario Dawson, Marc Anthony and other entertainers are scheduled to appear in "Latino Inaugural 2013: In Performance at the Kennedy Center." The lineup also includes Prince Royce, Frankie Negron, Rita Moreno and Mario Lopez.

Vice President Joe Biden and his family appeared onstage to help open the concert. He said he wanted to thank Latinos for their support in last year's election.

Biden said something profound happened with the enormous Latino support for Obama, and he said the Latino community underestimates its power.

"You spoke in a way that the world ... could not fail to hear," Biden said. "This is your moment. America owes you."

Jose Feliciano opened the show by singing the national anthem.

San Antonio Mayor Julian Castro, who gave the keynote speech at last year's Democratic National Convention, will also address the audience.

Meanwhile, Justice Sonia Sotomayor, an Obama appointee who is the first Hispanic justice on the highest court, administered the oath of office Sunday morning to Vice President Joe Biden.

Latinos have a distinct presence at this inauguration after showing their growing political influence in the 2012 election. Hispanics voted 7 to 1 for Obama over his challenger, Republican Mitt Romney, whose Hispanic support was less than any presidential candidate in 16 years. Analysts said Romney's hardline stance on immigration was a factor.

San Antonio philanthropist and business leader Henry Munoz III, who is coordinating the Latino inauguration event with Longoria and other Obama supporters, said this is a special moment when the Latino community is positioned to take an expanded role in shaping the country's future.

"Without question, the presidential election of 2012 proves that Latinos are perhaps the most important influence from this point forward in the election of the president of the United States," Munoz said. "It's important that the leadership in Washington view us not as a narrow interest group but as a vibrant political force" that carries not just votes, but influence and financial resources.

Organizers planned a series of symposiums, dinners and events ahead of the inauguration to keep people talking about issues that matter to Latinos, from immigration reform to building a Latino history museum on the National Mall. Munoz led a presidential commission that called on Congress in 2011 to authorize such a museum within the Smithsonian Institution, but Congress has not yet passed such a bill.

Munoz said it's important to keep Latinos engaged in the nation's capital to push for their policy priorities through the inauguration and beyond.

"Our work is not done. It doesn't end," he said. "We have a tendency to look at this phenomenon as ending on Election Day, when the reality is now it's time to get to work."

Longoria said this is her first inauguration. She has taken on a new role as political advocate since her days on "Desperate Housewives," helping to push for a Latino museum and co-chairing Obama's re-election campaign.

Even though this is Obama's second inauguration, Longoria said there is still much to celebrate, including Sotomayor's role swearing in the vice president.

"I think there's something beautiful to a recommitment to the people of this great nation," Longoria told ABC's "This Week" on Sunday.

Longoria said she hopes to help influence policies, including immigration reform, and that Obama will make that his top priority as an economic issue.

"I'm trying to do my part as a citizen and my part as a Hispanic and as a woman and as an American," she said. "I think everybody should be civically engaged in a level that would affect policy. That's the point; that's how our government is set up."
